Для последней фразы предлагался перевод:

причем в таковом уведомлении должна содержаться информация о такой цели (созыва собрания) для данных целей.

Честно говоря, я здесь совсем теряю смысл, потому что выше уже говорилось о том, что в уведомлении должна указываться цель проведения собрания (time, place and purpose thereof), здесь это дублируется или имеется в виду какая-то другая цель, и что подразумевается под to that effect?

С appraised теперь понятно, спасибо ), но все-таки я не догоняю, что подразумевается под that purpose

ну у вас же выше сказано "...and purpose thereof" - вот об этой цели и речь
