Мне кажется, allocation более ближе значение- выделение.
Например:
He allocated a room to each student
They allocated 500$ to the project

distribution- To share something between a number of people

kateri, наверное. Т.е. и так и так встречается, но мне кажется allocation это в таком контексте скорее процесс, а distribution - результат, хотя могу ошибаться. Еще allocation создает впечатление, что кто-то делит обязанности между кем-то, тогда как distribution - более нейтрально, сами договорились. Ну мне так представляется.
