Весь пункт звучит так:

Вопрос:
если employment level above the floor перевести как " обеспечении темпов экономического роста и уровня занятости выше номинального ",

то как перевести участок "роста цен ниже потолка".... Это что за верхний предел?

Тут, мне кажется, переносное значение. Думаю, имеется в виду, что был рост экономики, создавались рабочие места и цены не шли резко вверх.

Видимо, это обычно о ценах, тут, возможно, как метафора (по крайней мере в первом случае).

если это ensuring price rise below the ceiling в смысле что
удалось keep/contain [naturally] rising prices under a certain limit (the ceiling),
тогда понятно как оно может быть положительным достижением
