груз - burden

в прежнем объеме - (на крайний случай) in the same volumes

Coopers managing director, Tim Cooper, the head of the nation's biggest Australian-owned brewer, has warned that beer is price sensitive, and the days when Australians would beer drink regardless of price were over.
''Our worry is now that beer is … an elastic commodity and consumers can shift to other products like cask wine,'' Dr Cooper said on Friday.
''We can't just forever be increasing the price of beer and expecting people to keep on buying it in the same volumes.''

Груз спецпрограмм в прежнем объеме из-за кризиса для многих стран ЕС стал непосильным.

This might work:

As a result of the crisis, many EU countries are no longer capable of dealing with the burden of special programs in the same volumes.

I've looked through the article. He IS a native speaker. Well, the phrase does sound alrite. I see no reason to discard it totally. No amounts are mentioned, so there's nothing wrong with omitting the definite article.
