мне не очень понятны контекст и тематика, но "performance incentive scheme" можно, наверное, дать как "система стимулирования работы/система/механизм поощрения за высокие/хорошие показатели работы". Но, возможно, я ошибаюсь.

Тут речь о грузовиках и автобусах, и весь текст идет в направлении техники, и тут вдруг этот performance incentive scheme, когда о персонале/работниках речи не было, в общем я в замешательстве.
