The system shall be used to provide support to the Joint Materiel Priorities and Allocation Board in the allocation of scarce materiel during wartime or contingency operations. The wartime and/or contingency materiel allocation process shall be activated at the request of the Chairman of the Joint Chiefs of Staff.
