Помогите пожалуйста с переводом, вообще понять не могу сути (из описаний функций финансового инспектора):
Carry-out of vacation(s) is strictly forbidden and the rule communicated to employees.
Payments of vacation accrual is forbidden outside of final departure from the company.
The vacation(s) counters must be regularly reviewed and validated by managers in order to ensure that all vacations have been declared.
In case of real exception, the carry-out of vacations has to be duly justified and approved by:
- local HR up to one week carry over
- division HR if over 1 week

моя думай, "перенос отпусков строго запрещен, что необходимо довести до сведени персонала", но английский в этом случае - гамно.
