Выражение встречается в следующем контексте:

All materials except consumables have been reserved with the attached work order no. 05/35623 and should be free issued to the Installer. (Refer also to the Scope of Work)
After the completion of the works Installer shall return all free issue items surplus to the KPO Warehouse.
