В данном случае я достаточно серьезен.
имо речь идет о всем оборудовании по всей стране (значение 1), работающем на этих coal gangue, а не об одной установке (значение 3).

я все-таки склоняюсь, что это такой китайский способ написания длинных названий компаний, в данном случае - Shanxi Jinye Coal & Coking Group Coal Gangue Power Plant company
