After the completion of your probationary period ХХХ will provide you, your spouse and children under the age of 18 with hospitalization insurance and accidental death and disablement insurance. ХХХ will also meet the cost of outpatient non-specialist treatment and related medicine for you as prescribed by the doctor. Treatment and medicine congenital or pre-employment ailments and specialist treatment not covered by ХХХ insurers are excluded.

non-specialists- это врачи общей практики (по-другому: семейные врачи), а specialists - это узкие специалисты (лор, окулист и т.д.).

Нашла пример текста, разводящий эти понятия в стоматологии в Латвии:
"Orthodontic treatment in Latvia has been provided partly by specialists in orthodontic clinic and private practices localized in the capital city – Riga and nearly it.

The other part is general practitioners – non-specialists who provide orthodontic treatment in other urban and rural settings of the country"
