это судя по всему латинское сокращение.
встречается во вполне солидном тексте;)
вот пример предложения:

"The restriction class should also have exactly one triple that represents the value constraint c.q. cardinality constraint on the property under consideration, e.g., that the cardinality of the property is exactly 1."

c.q. = casu quo, meaning "in this case".
Часто означает то же самое, что и e.g., просто для разнообразия.

Похоже, что в вашем случае употреблено именно во втором смысле.

спасибо за быстрый перевод на латинский;)
меня задело, что в i-справочниках его нет.

в моем случае думаю точнее будет перевести "так же как и".
