Правильно ли будет первести с русского " культура общения" как 'communication ethics'?

а мне кажется, что между культурой и этикой все ж таки разница большая.

Я полазила по сайтам. Была удивлена, но понятие communication culture не нашла. Зато communication ethics полно!

Замечательно, если вы полностью уверены, что смысловое наполнение обоих словосочетаний идентично или хотя бы близко.

Думаю, по ряду параметров они совпадают. Кстати, в collocations могут использоваться слова, которые при банальном составлении словосочетания иностранцем, не совпадают с оригиналом. Например, идиомы. или прсто устоявшиеся выражения.
