Да, могут быть и не расходы, не заметил мн. числа.

Если предположить, что "considerations" все-таки ближе к "соображениям", тут может быть не "for", а "of":

"it becomes aware that … or OF other related considerations …"

Но это сомнительно.

Если оставлять расходы, то "or" и "for" нужно поменять местами.

Да правильный у вас перевод, "по соображениям".
Только переведите как-то еще слово "related", типа, по иным подобным соображениям.
