После конструкции in the manner that можно поставить просто present simple или нужно использовать would:
he did it in the manner as all important issued would be /are properly addressed.

Это просто пример приблизительный.

а можно и subjunctive (или whatever the hell it's called):

may be:

OR
he addressed the important issues in the manner that allowed solving them quickly ?

"in a manner that... are/be" are both fine. Alhough be has a smoother ring to it, to me. But are is perfectly fine.

согласен с двумя поправками к этому варианту:
¹ артикль там надо НЕопределенный
² "are" надо согласовывать по временам с остальным текстом; в примере аскера с "he did it ..." надо "were"
