автор привел часть предложения, оборвав его начало. я не могу зацепить смысл этого "no principle stating":

может быть "нельзя утверждать, что" ????

мне кажется, здесь перевод буквальный - "нет принципа/правила, утверждающего что...". А начало Вашей фразы, если верить гуглу, такое: "We find no principle stating that..."
Если погуглить фразу "no principle stating that", то по примерам употребления видно, что под словом principle в данном случае подразумевается какое-то общее правило, принцип. То есть фраза подразумевает, что нет оснований утверждать что-то - поэтому перевод, предложенный leka11, тоже вполне соответствует смыслу фразы, имхо
