Потому что данный ответ ничего не дал. Он был один:
"negotiate здесь в значении обсуждать, рассматривать, взвешивать..." Это и по словарю понятно.

А мне нужен перевод, скорее всего фразового глагола 'negotiate meaning'

В общем у меня в результате собственных обсуждений и саморефлексии родился вариант перевода "обсуждать понимания"

у negotiate есть значение самостоятельно добиваться разрешения сложной ситуации, пробиваться: to negotiate a mountain pass.
