In the event that such situation arises, and if at least one employee of Representative Office or one not being such will work part-time or provide services for «Omega» Company, then in accordance with art. 191 of the RK Tax Code, namely paragraph 2, if these services or the employment agreement last over 183 calendar days within the 12-month period from commencement of activities, such cooperation results in the creation of a permanent establishment of non-resident «Omega» Company represented by such Employee.

one not being such - не являющийся таковым?
permanent establishment - зд. постоянное представительство или постоянное предприятие?
non-resident «Omega» Company - Компания нерезидент?

permanent establishment - постоянное представительство
Компания-нерезидент (через тире)

Очень не хотят представительства становиться постоянными представительствами, т.к. им надо будет платить все российские налоги

и можно наверно статью 191 НК РФ посмотреть, наверняка оттуда можно что-то взять
