и критерий эффективности для губернатора - если так: governors efficiency criterion? или лучше - performance criterion?

контекст - мне надо объяснить в двух словах (английских)), в чем фишка с нормативным финансированием в школах.

"критерий эффективности для губернатора" означает не "критерий эффективности работы губернатора" а то, что губернатор считает критерием эффективности реформы, например.

According to Governor (name) .......... is considered one of the success criteria of the reform.

а можно еще пару фраз спросить? про системный подход:

качество системы образования не может быть выше качества работающих в ней учителей. Но сторонники теории систем приводят такое возражение: система обладает свойствами, которых нет у её отдельных элементов. Эти свойства проявляются, когда между элементами налажено взаимодействие. России нельзя надеяться, что найдутся 1,5 миллиона гениальных учителей – более важна организация коллективной деятельности педагогов.
