Не владею экономической лексикой, а надо перевести текст. Как будет переводиться это словосочетание правильно? "the Washington institutions" Здесь же не институты имеются в виду.

вот еще предложение, тут как-то странно просто сказать организации Вашингтона. смысл мне мало понятен. не могли же они все советовать России...

Oscar is right: the World Bank and IMF are located in Washington. I live about 15 km from them. "The Washington institutions" is a shorthand way of referring to them collectively
