Could you give a little more context? Does "same" refer to the "protest"? If so, I don't quite understand what extend a protest means.

Well then, it appears that "same" refers to "protest" but the it's clear from the punctuation, spelling, and language that this is not a native speaker of English.

It appears that this means that the author may also protest if the vessel is forced to sail in bad weather and suffers damage
