Подскажите, пожалуйста: non-system management users

Customer's responsibilities:
Enable quality passwords for non-system management users and application end users and change them on a periodic basis.
Design and implement the application authorization concept (i.e. user profile and role management).
Change all default passwords in production clients for ABAP based systems.
