я бы сказал, что go public имеет вполне специфическое значение, которого по-моему не наблюдается в оригинале...

а что здесь имеется в виду под "публичным характером"? Если открытость то sledopyt +1, хотя мне кажется тут другой смысл:
- the more does a financial institution affect the general public..
- as the impact on general population by a financial institution increases...
