Since the serial interface is a single user interface, the BAR service provider and Tracking System have a race to win the serial interface communication. To overcome this race, the port number of the BAR service provider is set to an unavailable COM port.

я так понимаю, что две софтины "сражаются" кто быстрее займет последовательный интерфейс? Если да, то как это "по-русски"?
