У меня очень часто встречается это слово вот в таком окружении:
 перегруз силовых трансформаторов (в аварийном и ремонтном режимах с перегрузом свыше 140%);
3) разработка ТЭО и схемы развития электрических сетей в зоне АТЭЦ-1 в связи с планируемым переводом АТЭЦ-1 в режим котельной.
2) увеличение мощности силовых трансформаторов для обеспечения нормативных требований по их загрузке в ремонтных и аварийных режимах работы;

Вот перевод:
 Overload of supply transformers (in emergency and repair conditions with overloading over 140%);
3) development of ТЭО and electric networks development scheme in the zone of ACHP-1 in a view of planned transfer of ACHP-1 into boiler regime.
2) increase capacity of power transformer to provide regulatory requirements on their load at emergency and repair operation modes;

Как же все таки лучше перевести слово РЕЖИМ? и будет ли оно переводиться одинаково в этих при мерах?

Вариант до прихода профессиональных инженеров-энергетиков :

1) Power transformer overload (emergency overload capability and overload capability during repair process in excess of 140% rated transformer loading capability)
3) developing power supply network as part of program for converting ACHP-1 into heat-only boiler station.
2)increasing transformer emergency overload capability and overload capability during repair process to meet corresponding standards

ИМХО режим - слово очень растяжимое, особенно в технике. так что три разных английских варианта перевода - вполне нормально.
как вариант:
1).... under emergency/ repair conditions (140% overload)
3) in view of planned... switch over to HOB operation.
2)...to meet regulatory requirements to their load in emergency or repair mode.
