ветер тут при том, "on the heels of" относится не к wind, а к "wind power development"

два примера, которые вы привели, не имеют друг с другом связи... поэтому и ответи получились у нас врасброс...

1) Европа не теряя времени начинает воплощать разработки в области ветряной энергетики

2) человек (бегущий, едущий, летящий) быстрее ветра -- конкретный перевод будет зависеть от контекста
