%&$, Мне кажется здесь не то имеется ввиду: Ваша фраза переводится как "автомобиль может не останавливаться, если этого не потребуют".

А в моем случае этого как раз и требуют, только если на это нет оснований - это запрещено.

Здесь не имеется ввиду, что водитель сам останавливается, его ОСТАНАВЛИВАЮТ (гибдд).
