Пожалуйста помогите перевести фразу "достигать адресата" в конце следующего предложения:

Большая часть денег, выделяемая ЕС на защиту беженцев, так и не достигает адресатов.

Мой вариант:

The most part of the money, which is assigned by the EU to the protection of refugees, hasn’t reached its .... и никак не могу придумать :)

hasn´t reached - в данном случае прозвучит как "не достИГЛА".

Можно так, например.
