по отношению к самолетам, по моему, обычно используется слово подготовка
flush repairs - продувка
interim repairs - cкорее всего межрегламентная подготовка/ремонт (хотя я часто перевожу interim maintenance)
матералов при себе нет, так бы сказал точнее

что касается разницы между temporary и permanent
тот тут такое чувство (на все 100% не увероен)
temporary ~ unscheduled/ unforeseen
permanent ~ scheduled/ routine
The thing here is that operating aircrafts requires different types of maintenance, say, the engine is serviced every 6 month, maintenance of other systems can have different schedules (4, 8 weeks, or 90 hrs of flight, whatever).

оно, конечно, поезд давно ушел (в смысле самолет уже улетел :)
но справедливости ради - нашел я объяснение flush repairs
вот здесь
речь идет о ремонте обшивки. как хорошо назвать, пока не знаю, мож, кто предложит.
