The sentence is screwed up in English.

The basic sentence is: "A tenderer must, in addition, satisfy the conditions notified by the Employer."

There are two mistakes in English in this sentence. First, the word "must" is there twice, and it should only be there once. The one after the word "conditional" is a mistake. Second, the word "them" is plural when it should be singular.

The sentence should read as follows: "A tenderer whose prequalification was conditional must, in addition, satisfy the conditions notified to it by the Employer."

Apparently, a tenderer must satisfy certain conditions. If there are other conditions on the tenderer during the "prequalification" then these conditions must also be satisfied.

I hope this helps.
