Вообще-то, is возможно употребить, если высказывание только что произнесено - что, видимо, допустимо в медийном дискурсе, претендующем на актуальность освещения событий.

Nina79, in my opinion, Putin tends to use simple, colloquial expressions, like the one of his masterpieces 'mochit v sortire'. Thus, 'to be fed up', 'to be pissed-off' and humble 'to have issues with' are the only applicable expressions for such a translation!!! dixi.
