Добрый день, помогите пождалуйста. понять смысл предложения, особенно фразу 'other than that' в данном контексте! Очень срочно :(

It is up to the importing country to decide whether a certificate delivered by a Chamber of Commerce other than that responsible for the place of establishment of the producer/supplier/exporter can be accepted.
