Стандарт описывает определение электрического сопротивления покрытия:
1) После выдержки покрытия в воде в течение 100 дней значение Rs должно равняться или превышать 108 Ώ * m2 .

Даже не знаю, как подойти к следующей фразе:
2) when the Rs value after 70 days remains only a power of ten above the permissible 100 days value then the ratio:
α = Rs (100 дней) ≥ 0,8
Rs (70 дней)

Не уверена, но похоже, что powe of ten - это число в степени 10. Может, сами поищете в этом направлении?

Please clarify the definition of powers of 10. I have read that a
power of 10 is a number that can be expressed as only the product of a
certain number of 10s. But I also think that 1/10, 1/100, or 10 to
the negative first power are powers of 10. Yet, they don't seem to
fit with that definition. Which is correct?

Hi Christina,

The definition depends on the context. For example, if we're just
discussing something like place values in integers, then we would use
"powers of 10" to mean 10 raised to any non-negative integer exponent,
i.e., 10^0, 10^1, 10^2, and so on.

When we start talking about place values in decimal expansions, we
expand the definition to include negative integers:

..., 10^-3, 10^-2, 10^-1, 10^0, 10^1, 10^2, 10^3, ...

In the absence of any particular context, it would be surprising for
someone to use "powers of 10" to include negative exponents. But
"surprising" isn't the same as "incorrect."

Проконсультировавшись с нашими лаборантами пришла к следующему заключению:
В случае если по истечению 70 дней не наблюдается изменения значения Rs (когда оно неизменно на уровне числа в 10-й степени), и зафиксированная величина превышает допустимое значение после 100 – дневного испытания, то применяется следующее соотношение:

Когда значение Rs через 70 дней остается всего на 0,1, на 0,01 или на 0,001 (что скажут лаборанты) выше значения Rs, допустимого через 100 дней, тогда...
