Не знаю, что за договор. Осмелюсь предположить, что это:
"Предоставление/оказание услуг по развитию человека/человеческого потенциала и главных/важнейших навыков".
Если ещё актуально, то дайте, пожалуйста, контекст. Может, прояснится.

In light of the Investor’s status as an entity affiliated with the government of a developing country and its special needs with respect to the development of its investment policies and procedures, the General Partner will, use reasonable efforts to provide the following on a no fee, no charge basis:

(a) reviewing, from time to time, investment policies and procedures to give advice as to their soundness from an economic, financial, social and environmental perspective;
(b) helping, from time to time, to coordinate training seminars for staff on subjects such as project finance, private equity investing, portfolio management, asset/liability management, funding policy, sustainability and alternative energy investing; and
(c) providing assistance in arranging training abroad and internships for company's staff
