Не к спеху и для размышления: речь идёт об аренде транспортных средств в Сиднее и их оплате и разнообразных надбавках и налогах.
Под Premium Location, как я понимаю, имеются в виду места в городе типа аэропорта, ж/д вокзала и пр., т.е. туда, куда человек попадает изначально, по прибитии в другой город. Вопрос в том как двумя-тремя словами или пусть хоть целым предложением это описать лаконично и по-русски. И вообще, правильно ли я понимаю, может есть другие точки зрения.

Premium Location Surcharge (PLS): A levy applied for rentals commencing at some airport and premium city locations. The Sydney Airport PLS is 16% on all rental charges with the exception of fuels costs.

Premium Location are places like hotels in the city center, business district, etc. The surcharge is for conviniece and for higher business overhead in the more expensive city locations.

Oh, thanks! For real that's what you are talking about. I have found the similar meaning on the Australian University of New South Wales website: "College students can also make the most of life in Sydney as a result of the college's premium locations. Situated on the UNSW campus or adjacent to the university, the colleges are close to some of Sydney's finest beaches, the CBD and Centennial Park"; and the same on the vacation rentals page.
