Выражение встречается в следующем контексте:

1.3.3 Non-return Flap Valve at HP Outlet
The flap valves are located in the cold reheat steam piping and prevent the steam back flow into the HP turbine at shut-down and start-up of the TG from hot condition. The flap valves may be opened by the pressure air actuator which is connected to___ the tripping pressure air circuit. ___The flap valves open but only when pressure in front of it and behind it is approximately the same. The relief of air pressure is provided by the solenoid valve which receives the signal from turbine control and emergency system. Thus the flap closes automatically at turbine shut-down i.e. at tripping air pressure loss.

Створчатые клапаны могут открываться пневматическим приводом, который подсоединён к отключающему пневматическому контуру.
