"Vehicle bra" is (usually) a plastic adhesive covering on the vehicle's front, which protects the vehicle from little dents caused by gravel from the road.

In your case, it is a special reflective covering used to deflect the police Radar (LIDAR) beams. When those beams are deflected, they never return back to the LIDAR, rendering it useless, so the cop can't correctly (or at all) measure your speed.

No, the text tells about the effect of the reduced vehicle's visibility to LIDAR when this "vehicle bra" is used in combination with "покрытием-невидимкой", то бишь отражающим покрытием. But I wouldn't have a clue how this "vehicle bra" is called in Russian.

Народ зовет это "намордником", а если не годится в силу своей коллоквиальности - просто "защита капота", "защитный чехол", "защитный кожух".
