Conditions for Supplemental Senior Debt

--- Distinction to be made between:
- Supplemental Senior Debt to be used to re-leverage equity following a debt capacity shortfall at Financial Close; and
- Supplemental Senior Debt to be used to fund Phase I cost overruns (which will be capped).

The amount of equity that can be re-leveraged will be based upon the Phase I Project Costs at Financial Close at a Debt:Equity ratio of 70:30.
