When someone has guidelines or policies introduced - it´s theoretical. Like some sort of declaration.

'Technical' means here, that the company in question has letters from tax authorities, some specific permits or licenses.
Necessary documents have been prepared and are on the financial manager desk, ready to support company´s position.

That's how I see the situation...
