when calculating productivity

Фух.. уже к концу пятницы мозги закипают. Не пойму к чему относится is not counted when calculating productivity (самый конец предложения):

Average rate shall be calculated in the following way. The total amount of the handled operations to be divided by total amount of hours spent for such operations minus demurrage time at the Customer's fault, without deduction of hours when handling operations has been suspended by the Operator/company at the Operator's/Company's fault, as well as opening of the hold hatches on vessel, is not counted when calculating productivity.

Средняя ставка рассчитывается следующим образом. Общая сумма произведенных операций должна быть поделена на общую сумму часов потраченных на каждую такую операцию минус время простоя по вине Заказчика, без вычета часов, когда погрузочно-разгрузочные работы были приостановлены Оператором/Компанией по вине Оператора/Компании, также как и открытие крышек трюмов судна, не учитываются (???) при расчете производительности.
