Subject: Balancing structure The letter had been issued by the Ministry of Transport following a site inspection of the Balancing structure pavements. It was found that the shrinkage joints in the concrete road pavement had not separated and other, irregular cracks had formed at roughly the positions of laps in the steel reinforcement.
