По-моему, тут просто идет дихотомия "чай в пакетиках - чай россыпью (т.е. "тот, который загружают в заварной чайник")". Тады эта адназначна loose tea.

Интересно, а нет ли термина bulk tea (по аналогии с bulk materials)?

Suggestion: leaf tea (as coming distinctly from the plant, not a chemical mix). This term was on the National Public Radio (US) the other day when a tea guru was talking about different types of tea.

It could be that the right way to say it is "loose leaf tea", but people like to make things shorter (less is more!); and it could be that it is more common in the UK to drop "loose", and in North America "leaf".

but loose tea and leaf tea r not interchangeable, boys and gilrs. loose tea also comes in pellets. so, il faut faire attention, otherwise it is possible to get in trouble by conflating these two notions. although of course it is hard to foresee any trouble coming out of it, and even if it will, it won't be any more than a storm in a teacup (the pun intended)
