Это такая американская экзотика - заявление на вступление в брак у них примут только после того, как они предъявят разрешение (marriage license). В разных штатах разные требования: медицинское освидетельствование, уровень доходов, и проч и проч. В их праве брак - это контракт. Если у вас вензаболевание, а вы не предупредили благоверного(ую) до свадьбы, вам грозит развод на весьма разорительных для вас условиях. Поэтому, чобы жениться, нужно запастись увесистой пачкой различных справок.

уровень доходов does not matter when you want to get married. No one asks you about your income. It is true that different states, may have different requirements, but, in essence, you and your spouse-to-be need to declare under the penalty of perjury that you are "free to marry." That, for all intents and purposes, means that neither party is currently married to someone else.

When you get married, then you get your marriage certificate. In our state (Utah), the marriage license and certificate are both on the same sheet of paper, the top half is the license, and the bottom part is the certificate. The certificate portion is filled out after you are married by the officiator in the wedding ceremony (judge, priest, Elvis in Vegas, etc.)
