Как будет точно "Носитель расходов"?? - Есть такая графа в счете (инвойсе). У немцев это называется Anforderer (Kostenstelle) (для тех, кто знает немецкий).
Это срочно.

As for "Anforderer", I would go for something like "Requesting Party". Without guarantee, though.
