Есть ли какая-то разница между letter of reference и letter of recommendation?

I think the Letter of Recommendation is written by your former employer at the time of your leaving the company. the letter of reference is requested by a prospective employer at the time or shortly after an interview.

What if both types of letters are required from a student(who has never worked before) to get a grant to study abroad?

If I were that student, I would contact the institution that requested both letters and ask for some clarifications. You see, I am not very experienced in the academical matters. However, my job seeking experience tells me that the focus of a reference letter is more on what you had been doing on your previous job and how you had been doing it (which may not be exceptional), as opposed to trying to sell you to a new company, by telling how wonderful you are - which is the focus of the letter of recommendation.
