"of oblast subordination'' - по-моему, перебор.
Что-нибудь типа "in the direct jurisdiction of their respective oblast capitals". Только зачем это hair splitting нужен?

The last constituent entity is город федерального значения, in other words, Moscow and St. Petersburg. These are sometimes rendered mysteriously as "cities of federal implication," which sound like there is some kind of national-level innuendo going on there. How about: "cities with federal status" or "cities subordinated directly to the federal government?" Or let's just call a spade a spade. This really means: "cities that don't have to share their tax revenues with the poor oblasts around them."
