court decision on annulment

I think annulment is when marriage is annuled. In the U.S., if one of the partners to a marriage, for example, is already married and "forgets" to inform the other partner about this fact, then such marriage may be annuled on the premise that it was entered into against the law. Annulment is not divorce, but a legal act, which nullifies the marriage as if it never happened in the first place. Other actions may be annuled as well, I just never heard of parental rights being annuled.

With respect to your question, I think it would be "court order revoking parental rights." I think you can improve on this suggestion once you fit it in the context.

"revoke" may sound a tad too strong when applied in the context of parental rights.
One usually revokes, like, a license. Something which had been duly accorded, issued, bestowed upon, or granted, by administrative/executive decision.
Parental rights, on the contrary, are something people acquire as a matter of course.

They are not, technically, "granted". Hence, they cannot be "revoked".

I would perhaps say (parents) were stripped of their parental rights
