Контекст: Several operating modes are available—in general the descriptions are applicable to both radars. The velocity search mode is used for maximum-distance encounters, sacrific¬ing detail for range. This provides only velocity and azimuth information for targets at ranges up to 80 nautical miles. The software controlling the radar is programmed to give a higher priority to those contacts with positive closure rate. In the range-while-search (RWS) mode, the radar provides information on all contacts ahead of the aircraft at ranges between 40 and 80 nautical miles.

Я это понимаю так: радар захватывает (выделяет) цель, которая движется в сторону наблюдателя и из всех имеющихся целей первым должен долететь до наблюдателя.
