Пожалуйста, помогите перевести.

В случае отказа от оказания Услуг, Заказчик должен прислать Исполнителю письменный отказ не позднее, чем за 10 банковских дней до даты, указанной в п. 1.2. настоящего Договора. Если отказ Заказчика получен в указанный срок, Исполнитель обязуется возвратить Заказчику 50% от оплаченной суммы по Договору, в случае отказа от оказания услуг менее чем за 10 банковских дней, уплаченная сумма не возвращается.
4.2. Меры ответственности сторон, не предусмотренные в настоящем договоре, применяются в соответствии с нормами гражданского законодательства, действующего на территории России.
4.3. В случае отказа Исполнителя от исполнения обязательств по настоящему договору в срок, не позднее, чем за 10 дней до даты, указанной в п. 1.1.1, Исполнитель возвращает Заказчику ранее уплаченную сумму в полном объеме. В случае отказа от исполнения обязательств, менее чем за 10 дней до срока, указанного в п. 1.1.1, Исполнитель возвращает Заказчику ранее уплаченную сумму и выплачивает штраф в размере 7% от ранее уплаченной стоимости услуг.

Кто отказывается? Customer? If/in the event that the Services are rejected by the Customer,...the Customer shall send a written notice of such rejection

Надо думать, как передать "отказ" - уж не waiver ли?

Как вариант:
If the Customer elects to cancel the Services, it shall notify the Contractor on the subject in writing latest ten (10) banking days prior to the date stated in para 1.2 hereof. If the Customer’s notice of cancellation is received within the said period, the Contractor shall return to the Customer 50% of the prepaid contractual amount, and if such cancellation of services is made in less than ten (10) banking days, the prepaid amount shall not be returned.
4.2. Sanctions and remedies not specified herein shall be as per the RF сivil legislation currently in force.
4.3. If the Contractor refuses from performance of its obligations hereunder latest ten (10) days prior to the date stated in para 1.2 hereof, the Contractor shall return to the Customer the prepaid amount in full. If the said refusal is made less than ten (10) days prior to the date stated in para 1.1.1 hereof, the Contractor shall return to the Customer the previously paid amount and pay penalty equaling to 7% of the prepaid cost of services.
