Часто так и переводят - оба аутсайдера. Но здесь надо быть более вежливым и сообщить, что... это - "непримиримые друзья/партнеры" - РФ и США, которых с большим успехом "доят" страны Центральной Азии, и которые в то же время делают все возможное, чтобы РФ и США не рассорились из-за высоких цен на нефть и газ (утверждалось в статье.)
