Учитывая тот факт, что Postgraduate Department - это аспирантура, а в аспирантуре, как я понимаю, пишут только кандидатские работы, то рекомендую уточнить - Кандидатская диссертация (в отличие от докторской)

Postgraduate means "after obtaining the bachelor degree", requiring typically 4 years in a US university. Then one works towards the PhD ("phylosophiae doctor") degree - say 3 more years. No "doctor of sciences" degree exists in most Western countries. (In UK it does - or at least did - exist, but is a honorary title, one cannot ask for it by presenting a thesis.)

Thus by function "postgraduate" indeed corresponds to "аспирантура", but I would avoid that term, very characteristic for the ex-socialist part of the world.

Пардон, про аспирантуру речь вообще не идет. Мы сейчас говорим о вариантах перевода понятия "postgraduate research" в контексте postgraduate department. Вот и всё. (Понятное дело, что аспирантура - это советское понятие, никто этого и не собирается отрицать, но все равно для наших ушей нужно ведь подбирать ЭКВИВАЛЕНТ.)

Postgraduate research (commonly referred to as graduate research in the United States)

By definition, the notion of “postgraduate” carries the implication that the candidate undertaking such research has already completed a formal Bachelor’s Degree or Diploma at an accredited university or tertiary institution. The resulting qualifications arising from postgraduate research vary from traditional PhDs (Doctorates) and Master’s degrees through to “professional” doctorates or “higher” doctorates.

Не хватает контекста, но в рамках данного контекста я бы так сказал «Программа для выпускника высшего учебного заведения» в отличие от undergraduate program, предназначенной для студентов
